My MotherBorad's Express Chipset, Intel 946GZ Express Chipset, can only support 800MHz FSB, but my MotherBoard Manual claim it can support 1066MHz FSB, I then realise it can go up this high when it is over-clocked, so what if I install a processor with 1333MHz FSB, can my MotherBoard's Express Chipset stand it? Or can I reduce the FSB to increase the core clock? I feel like buying a Intel Core2 Duo E6850

From what I see on the 946GZ chipset it runs 533/800 fsb. If it works at all it would probably limit your performance. I'd suggest sticking with something at 800.

Intel Core2 Duo E4x00 series? Intel didn't offer quad core with a 800MHz FSB

800mhz fsb would be murder on a qx series' performance. Come to think of it, the fsb is a big limiter on core2 in general... hmmm... quad-core with something like HT... That's something to think about...

Anyway, The 4600 isn't a bad CPU. 2.4 Ghz 2m cache and overclockable. None too expensive now either.

I'm still not entirely sure if a 6850 would work at 800... Your best bet would be to get in touch with somebody from either Intel or your MoBo manufacturer and ask them.
