why do they make cards this low ?

you can get a 9500 gt for the same price

Many new mobos lack any PCI slots at all , which makes me wonder , why bother with releasing such a card .

9500GT PCI by Sparkle should be out soon. Almost all PC's come with at least PCI slots but not always PCI-e and none are being made anymore with AGP slots, so PCI cards still play an important role. Hopefully these will be added to the database soon, we can add these ourselves?
