Mine is an ATi purchased off ebay as a factory refurb. Previously I had only the on-board Sis video. My motherboard is an ECS (PC Chips) M863G V3.0, monitor an HP vs17e hooked up to the VGA port of the video card.
When I put the card in and boot up, the system automatically defaults to the new AGP card. But the monitor only shows a bunch of wide (about 1 to 1.5 inch) bars of scrolling colors with small... "textures"... that keep the bars from being completely solid and thus being able to see the vertical (downwards) scrolling.
When I shut down and take the card out, the system reverts to the on-board video and all is okay.
Any help would be appreciated.
Is this before booting into your OS?
If so your card is most likely dead.

No. It's after booting into my OS (Windows XP Home)
Did this happen after installing the ATI card's drivers?
You may need to clean out the drivers for the onboard video card then install the drivers for the x1650.

RK, sorry it took me so long to get back about this, rl, holiday stuff. :(
I haven't tried uninstalling the (SiS) VGA drivers yet, but had installed the ATi (new card) drivers. I can't configure the new card because it's not there when I boot w/o it to the on-board video w/o the new card in, and when I put the new card in, I get the above described problem.
I'm hesitant to uninstall the SiS drivers because I'm afraid I won't be able to get back to that configuration and have NO computer. I have copied the SiS drivers to the other HDD in the system though.
Could I do this by setting up two hardware configurations in Windows?
If you uninstall both sets of drivers windows should default back to it's built in vga driver. Even if it doesn't in normal mode it would anyway in safe mode.
Use Driversweeper: http://www.guru3d.com/category/driversweeper/ to get rid of the ati drivers if you installed them already, reboot then uninstall the sis driver.
I'm leaning towards a dead card, but it's good to check.

ya windows has a default video driver
so it'll work even without any drivers in there
plus if you still get the same issue then you know its a bad/dead card
if not then it was a driver/hardware conflict
