so this site just shows an idea of overclocking right??? or that u can overclock as long as u stay in the"green bars" right to be safe and that is with stock cooling and casing

Overclocking is really dependant on cooling, and the chip you got. It has a lot to do with luck as well as cooling. The bar is just an estimate on what's realistic...no guarantee that it's safe. The bar is mostly a generic way of showing what is ridiculous, like increasing the core clock by 500 or something. So, my advice on overclocking is increase in small increments and check for stability each time...and be prepared to accept consequences if you break it.
