Acaully i don't even know if my father needs a Vid Card. However My father got a blue-ray reader for his computer, since its plugged into his monsterous T.V via VGA, he can use it for DVD's, which is coo. But i was thinking a VGA cable sucks compared to HDMI, or DVI, whatever. So I was wondering is VGA fine, or would HDMI be the way to go, and what is a cheap card that has that blue ray thingy (I seriously don't know what its called), and can offer a 1080p image? Regulation would be $90 or under, ATI, or Nvidia. I honestly don't know if such a card is around at this price range.

Before rebate? 3850.
After rebate? 3870.

Although, really, just about any video card these days will do for what you need, just make sure dude's got himself a quad core processor and at least a $50-most-recent-generation video card (currently the radeon3k or GF9 series).
