Well, after some shopping for a PSU, a PSU caught my eye. a 480W PSU which can peak up to 530W. It has a 6-pin PCIe connector, a fan underneath and neon light. That's the only PSU I saw which is suitable for my budget, not too expensive and not too cheap...

Well do you feel that what you need to do can be accomplished by buying that PSU? It also fits your budget which is good.

but soon I found a cooler master extreme power 550W at a slightly lower price, but it has no neon on it, so should I get the neon one or the cooler master extreme power 550W?

Hmmm you get more watts of power and costs you less hmmm is there anything more to think about. Oh no neon ummmm..... oh well ;)

It's performance over appearance any day by my vote.

Check ratings for both though. It wouldn't do you any good to have a "550 watt" PSU which shuts down at 350 watts. Or for that matter, a light on a PSU which dies after two days.

Get whichever is cheaper .
Making your PC look good is as useful as making the interior of a car's engine look good... it simply does not matter .

look up GOOD reviews first. the kind that look inside the unit and analize it part by part or almost. cioolermaster is ok as brand, i think the 850 watt one is really good but below that(something power i forgot the name the ygot for it) its not bad, but not as good as similarly rated fortrons or enhance/silverstone units

is there a difference between 20W in power supplies? Cooler Master 550W is the max power peak. I want to have a attractive looking PC, so should I get the 530W one with neon light, since the difference is only 20W?

Why the hell do you want to make your PC attractive ? Mine sits under my table... I barely look at it .
Get the 550W one .

The shop says the the cooler master extreme power 550W is the max power peak, the constant power is only around 300+W. The 530W I see is 480W constant power and 530W max power peak. Any suggestions to which one to get?

I don't think I should believe the guy from the shop, I look at at newegg they say the power rating can be from 501W - 600W max. Anyway what's the diffrenece between constant and max power peak? Can the PSU run constantly at it's max power peak without affecting the performance and the life of it?
