Radeon HD2900's cooler

I realise something, when I look carefully at a Radeon HD2900XT, the cooler doesn't seems to be a fan, and my brother said it works like how a air-con works, did what my brother say is true?

If it didn't have a fan , then it wouldn't produce so damn much noise .

lol, I forgot there's people complaining it's producing too much noice, and mostly Computer's noice is produced by it's fan, how can a Graphic Card alone produce noise, so it must have a fan somewhere...:o
