My 5950 ( MSI ) quit working, so I was wondering if I could get it fixed anywhere or if I have to just buy a new one.
Thanks!
Yikes. I think you might just have to buy a new one man. What exactly broke?

I broke one of the voltage regulators on my x800rx - GPU voltage regulator. I soldered it off the PCB, just waiting to get some cash and order a new one. Then I will probably fix that card and sell it cause i already bought a new gfx card, so I don't need that any more.

Well when I start the PC it will load the bios screen fine, albeit with lines going through the screen, and it wont boot windows at all.
I contacted MSI about repairing it, they asked for the serial # so maybe theres hope...

Some are repairable... if it's under warranty they'll probably just give you a newer card. I don't trust "refurbished/repaired" video cards. I'm under the belief that once a video card has broken once it's more prone to doing it again. Maybe I'm just paranoid though.

The warranty route is definitely the best way to go, especially if it "just stopped working". If there is physical damage or if it has been OC'd you may be SOL but it is worth a try.
You mentioned that the BIOS comes up with lines and then nothing so it is not "dead" but definitely has issues. Past experience tells me that the lines are either BIOS, GPU or memory related - GPU or memory are not something you can fix yourself... - There is an outside chance that it could be video BIOS related but you did not mention anything about previously fiddling with the BIOS. A re-flash of the BIOS could be in order - if it is already broke you can't really do anymore damage..
