Is the video card memory fine for this one:
GeCube X1650 PRO 512MB (AGP)
so does it decrease or increase performance because it is 512Mb?

In general, more frame buffer memory means better performance when moving large amounts of data for textures and such. The caveat (there always is one...) is that it depending on what you are running.
Most games will benefit from more memory, especially if you are trying to run high display resolutions but if your bottleneck is GPU cycles or throughput, all the memory in the world won't improve performance.
In the case of that card, the 512MB does not matter, it's just there to make the card look better so they can charge more money.

Some cards with 512mb of memory have sometimes one bad thing - memory speed is slower. For example: 256mb card have 1200 mhz gddr3 mem, but 512mb card have 800 mhz ddr2. So, the choice is yours:)
