Dell Studio 1535 ATI mobility drivers

I recently purchased a new vizio television and hooked up my dell studio (radeon hd 3450) to the tele using HDMI, in the past when I have used it with hdtv's (when I had vista x86) it would scan at 100% but now when I hooked it up under windows seven x64 (with catalyst 9.XX drivers) it underscans 15% by default. now, normally this would not be an issue however, It seems that the option to adjust over/underscan is absent from the control center. I updated the drivers (using mobility modder) to the latest W7 x64 version and now CCC crashes on boot. any suggestions on how to return it to stock and get the scan settings to work?
