Not to be totally ATI biased, but you could go for the ATI HD 4670 with faster DDR3 memory AND without the need for an additional power connector, all for under $75 in most cases. It will suit you for anything up to 1680 x 1050, but anything higher is dependant on the game & resolution in terms of performance. The 4670 can also do anti-aliasing which makes the jagged lines in games pretty much disapper, and anisotropic filtering, which makes far away textures & objects look sharper/more in focus.
If I'm right, I'm pretty sure that the nVidia GT 220 is slightly faster than the ATI 4650, but slower than the ATI 4670.
Just my thoughts, hope this helps you!

What exactly are your basic needs anyway ?
If it involves multimedia stuff then definitely go with the HD 4670 ( I suspect you'll want to play a game or two at some point aswell ) , as saintjimmy suggested .

Just some clarification, both cards (indeed, just about every card on the market now) support antialiasing and anisotropic filtering. Neither will run games like Crysis or GTAIV at above 1280x1024 particularly well.
The 4670 is a much better choice.

Yes every card supports AA but a HD 4670 can actually make use of it without letting the FPS drop below 30 FPS in most games ( save for Crysis and GTA IV , the latter being an unoptimized piece of rubbish ) .
