The framerates are abmyssal on this thing, even compared to other cards in it's price range... :

Please someone tell me why this card was made and what is (if any) it's competetion?

no! do not buy. are you a gamer? don't buy if you intend to game. 8600 GT is an older card that will giver you much more horsepower. I bough my 8600 GT for $60 plays Command and Conquer 3 and Swat 4 fine. YOu could probably get a cheap deal on eBay.

To find a video card's raw power and ability to play games with high graphic demands look at memory bandwidth. 8600 is about 20 GB/s this card is only 8 GB/s . . . very slow.

One of the only downsides I really notice is the memory bandwidth. I can play games like TES: Oblivion with low detail and get about 20-30FPS, I was just running a PS2 emulator with 50FPS on this card. I bought it for a budget, ($20) and it handles most things other then high graphic games. Also, I am running a OC on this card (It OCs nicely.) 725 Mhz core, 1725 Shader Clock, and 605 Memory Clock. Mostly stable. Runs at about 62C with full usage.
